Not sure the if the asian PAL-to-NTSC converters will work for the british PAL I, maybe hit up google and see what kind of solutions are around.

I think there's a place somwhere around 10th Ave and 5th St SW in Calgary that does this sort of thing, but I'm unsure as to the cost or even if they have a PAL compatible VHS unit.

I'd imagine there must be some way of taking a PAL signal from a VHS player, running it through a PC and outputting to a DVD in whatever format you wish.

Hey - I'm up in Edmonton, this is one of the services that my company does, generally 35.00 per tape (PAL/NTSC VHS or Hi-8/MiniDV/Beta/U-matic/DVCPro/DVCAM etc) to DVD, I could have it done for 20.00 each for you, if you've got 5 or more if that's of interest.
We have a branch in Calgary too, but they don't do any of the video conversion on site, but could send it up to us.

PM me for details if interested.

I've used TV tuners and connected the VCR or camera to it and then into the PC... works like a charm... not sure if it needs a conversion though... only messed with 'local' films.
