well man.. sounds like your doing things right.. the first time.  Welcome to the weird way subaru motors are built and/or assembled..

as far as the parallel fuel mod.. if your leaving it essentially stock.. its really not worth it.  For the time and effort to go and do that mod, you'd be better off just picking up a parallel fuel rail kit.. I believe its only once you've almost exhausted every mod you can do to your motor to increase HP that you'd actually consider going that route.

It's a really easy mod if the intake manifold is already off.  Most people do it for 1 of 2 reasons:
1. They want equal fuel flow to all cylinders, so there isn't one cylinder leaning out (#4 IIRC)
2. The FPR needs to be moved for your turbo :D

Have you checked the fuses?  I'm not sure if that would help, but I really have no ideas...

I'm guessing it's an electrical problem?  If so, I have almost every wiring diagram and shop manual released between 1997 and 2000 so I might be able to help ;)

so if I read this correctly, if you turn your key from Off to Run position you don't hear the fuel pump prime? or, you hear it prime, but no fuel seems to be reaching the injectors?

how long were you cranking the motor for?.. sometimes you can get a fuel vapor lock in the lines...

do you still have some slack in the throttle cable? if you car is reading a throttle angle input then it won't send power to the coil pack...

recheck all your electrical connections on the motor.  along with vacuum connections to the fuel pressure regulator.
