This came with my 2007 Outback but I'm not sure where it goes. I already have my floor mat tie down in place.

It goes under the front right bolt head on the drivers seat & snaps onto the rear right corner of the (stock carpeted) floor mat. To go along with the hole & hook in the rear left corner of the (stock carpeted or rubber) floor mat.

Great! Thanks Grant.
I just checked and that bracket left a dent from where it used to be. Not sure why it's off. Easy fix.

Maybe the PO pulled the seats for a proper detailing? (That's a wild-assay guess.)
