98 forester: hunting idle

98 forester. manual trans 2.5 stock everything

when I bought it, the idle was off. it would hunt between 200rpm and 3000. so I replaced the air filter, spark plugs, cleaning the intake (spray). which made a difference, but didn't solve the problem.

then sprayed the idle air control, which again, made a difference, but didn't solve the problem.

i put an entirely new iac valve and solenoid, and tps on from another 98forester, which again, didn't solve the problem, but completely changed the dynamic of the hunting idle issue.

it now idles like a CHARM! but now while driving it feels like it switches between rich and lean, as you can feel something change, almost every 30 seconds or so.

I have not changed the maf or o2 sensor.

i don't not have access to a code reader, which i would assume is the next step.

Any suggestions?
