Fog lights not working

I purchased an 08 impreza 2.5i with fog lights. There is a bulb in one side, but the other only had the end of the wire line. I purchased a bulb and pigtail and spliced it on. Once I tried to turn the fog lights on they didnt work. I tested the line with a volt tech while I left the lights "running" but it couldn't pick up any current in the lines. What could be the problem?
The fuse is fine
I'm extremely green when it comes to vehicle wiring.

subarus use switched grounds, both + and - should get power when the fog lights are OFF, you should lose power to the - wire when you switch the fogs on.

So if I have no power to them continually, what do you think the problem may be?

If you only checked the 1 wire (with the fogs ON) I would assume that was your ground. You could try to check the same wire again with a test light (with the fogs OFF), if you get power then you know its your ground wire.

If you have no power to them continually then you need to figure out why. If its oem wiring it should be fine, check fuses/relays/bulbs. If the lights are aftermarket it could be anything really

Yea that's where I'm at.
I'm pretty sure it's all factory wiring and lights. I have no current continually. I checked the fuse. I don't know what else to do or check... :/
