I've recently sold my WRX but prior to leaving this forum (now that I don't own a Subaru) I thought as my last contribution to this forum I'd share the template for those of you who would like to make your own mudflaps but are struggling with the proper dimensions. What material you decide to make the mudflaps out of is up to you.
Here is the template for GD body. It is formatted to be printed on a sheet of tabloid sized paper. (11x17) Its one page for the fronts and one for the rear. I even traced the spacer which is needed to attach the fronts. Just print both pages. Cut out the template and trace it onto whatever material you choose to use. If you print this properly it is exactly 1:1 scale so the fitment should be perfect.
