Maybe cause its not a "safety recall", but I don't know either.. I don't even think we can get the part replaced for free unless you still have warranty.

It's a TSB or technical service bulletin. All it is is basically a notice on a common issue certain cars can have that provides the mechanics with an easy how to on fixing the problem and fast tracking the warranty approval process on those issues.

It's nothing like a safety recall, every manufacturer has hundreds of these. In some circumstances they do cover a few of these past the standard warranty period.
