HVAC blowing cold air when still?

Sorry for the bad title.

for the last couple of months i have noticed that when the car is started and is sitting, the cabin is not heating up. for for example i hit the autostart and 10mins later when i go in the car it is still quite cold and the fan is blowing cold air in the cabin. When i start driving warm air starts to fill the cabin. when i come to a stop like waiting outside to pick up a friend it starts blowing cold air until i start moving again. this is the first winter it has done this. it is a 2006 wrx sedan.

 i am not sure what is causing problem is but i am guessing it is a thermostat or sensor.

Check your coolant level, check your thermostat. I would assume that coolant isn't cycling fast enough.
